Best Value Procurement Training

The state of Minnesota recently passed legislation that allows certain units of local government more flexibility in awarding contracts to qualified bidders for design-build construction and other contracted jobs. The legislation allows cities, counties and the state to use best value procurement methods when selecting contractors and engineers, for public work. In order to use this procurement method, the statute requires training of all parties involved in the preparing of procurement documents and making the award. This seminar will provide the tools and tips needed to use and understand the best value procurement method.

Specifically, attendees at this session will gain information on the:

• Rules and statutes regulating awards of construction contracts for public work

• Features of new legislation authorizing best value procurement

• Details of the restrictions on the use of best value procurement

• Tips for minimizing bid protests.

PRESENTER Holly J. Newman practices law at Mackall, Crounse & Moore mainly in the area of construction litigation with a specific focus on representing design professionals and sureties. Her experience includes negotiation of contracts, representation of clients through trials, arbitrations, mediations and other pre-trial proceedings. She has lectured on topics relating to construction claims, statutes relating to construction industry, loss prevention for design professionals, contract forms and professional liability issues. Holly has been named as one of Minnesota’s Rising Star Attorneys by Law & Politics Magazine for the past five years and is an MSPE affiliate.
